Step 1: Make a circle
Create new document with 500 pixels by 500 pixels. Firstly make circle with Ellipse Tool (L). You can choose any size, mine is 100 pixels * 100 pixels.
Step 2: Change the shape
Drag right anchor point with the Direct Selection Tool (a).
Step 3: Copy
Our shape is ready. So how do we copy this shape? You can do it using Copy and Paste functions, but it will take so long and for me it’s a boring job. In this case we use Transform function. Select the object and go to Effect > Distort & Transform > Transform. In the Transform dialog change the Copies to 9, Rotate 45 degrees. I should mention the most important point here, you should click the small right rectangle as shown in the picture, otherwise you may get different result.
Step 4: Color
Before coloring we need to go Object > Expand Appearance and then Ungroup. Now we give any color to objects.
